Evaluation/discuss/consider in economics can be done in a variety of ways: 
​
1 look at advantages vs disadvantages of the key issue in the question 

2 consider different stakeholders that you can connect with the question

3 Prioritize: look at a number of reasons for an event and consider which is the most significant linking carefully with the question

4 Time: always a useful evaluative tool in economics as time brings change. Consider in the context of the short run (0-12 months)  vs the long run ( 1+ years depending on the industry/event)

4 brief writing tips:
1) 1st sentence in paragraph is critical. Should connect directly with question and clearly summarise what the paragraph will achieve.
2) Short sentences are more powerful. To build a strong paragraph then use connect words/phrases such as : In addition,... or Also, .... or However,.... or Moreover,... or Another key point is....
3) Focus on the question. Your answer should specifically mention the question at regular intervals but most importantly in your final paragraph.
4) Avoid short paragraphs with the exception of the introduction or conclusion . Main body paragrahps (e.g. P2 above)  should be be lengthy answer focused paragraphs with expert connections to any relevant diagrams.
Use this simple structuring format for your answer: (you decide the number of questions. 'Explain' questions usally 3. 'Evaluate' questions usually  
P1: Question focus + definitions in question title.
P2: Focus on question. Expert use of diagram + relevant economic terms.
P3: Focus on question. Expert use of diagram + relevant economic terms.
P4: Conclude with exact focus on the question. Give the answer. Make a decision if you are asked to 'discuss', 'evaluate' or 'consider'.
